Minutes of the Parish Council Meeting held at 8.00 on Monday

31 January 2005 in the village hall

Planning Application P05/W0019 13 Dorchester Road

Councillors agreed that they had no strong views and the form was completed with this feedback.

Discussion of the new form ‘Impact of the proposed development on the village’ put forward by Charles Dickerson.

It was agreed that this was a good form for summarizing and recording the PC’s joint opinion on a planning application and for deciding if a councillor should be present at the SODC Planning Committee. It will be used for future applications.

Minutes of the previous meeting for approval

Minutes of the previous meeting held on 9 November 2004 were signed as correct.

Report on actions outstanding from the previous meeting

44/06 Village Hall third quote is still to be received. Simon Richards will chase and report at the next meeting.

44/09 State of village roads Ann Spiers has written to the SODC, but the potholes have still not been fixed.

44/10 Access and signage for public area at the ford The nuisance barking of dogs seems to be solved and no further action is required.

Neville Pegeram reported on the boundaries of Ford Cottage. NP has done a search and presented a map showing the legal boundaries. It does appear that the boundaries are being encroached, moving onto the land around the ford that is owned by the Oxford Highways.

Action: Simon Richards to write a letter to Oxford Highways with copy of the map showing the boundaries, and cc. the owner.

Appointment of the village clerk

Sarah McNamee was appointed village clerk and will bring the employment contract and change of details form to Simon Richards for signature outside the meeting.

Report from councillors

Report from County Councillor, John Howell: John Howell gave an update on the progress of the PAGE campaign. He also reported that the council tax is currently being debated and the rise this year may be around 4.5% (the lowest in years).

Report from District Councillor, John Cotton: the South East Plan is out for consultation, which runs until 15 April. Oxfordshire County Council is organising a number of consultation meetings. One takes place at the City Hall in Oxford on 9 February, and another in Didcot on 23 February. He also reported on the council tax, and a rise of 2.6% is planned.

Waterside House: the planning application was approved.

Willowbeck: the planning application is still to go to an SODC meeting.

Annual review of Risk Assessment and Fixed Assets

Risk Assessment: 2 changes were made to the RA (Precept Not Submitted changed to High; Staff Loss of key personnel changed to Medium).

Asset Register: the AR was updated (Public access PC now written off; the Army Tent and Party Tent added).

Finance

Budget 05/06: Precept of £2,150.00 has been granted. It was agreed that the £400.00 allocated to be spent on a new tent will be spent this financial year.
